1月31日凌晨，录实录中央气象台发布暴雪蓝色预警、继续发布大雾黄色预警。

1月31日9时，现净中国气象局启动三级应急响应，现净陕西、山西、河北、河南、山东、湖北、江苏、安徽、江西、重庆、湖南、贵州、辽宁、吉林等省级气象局根据实际研判启动相应级别应急响应。

1月31日白天，投放青海、甘肃、宁夏、河南等地部分地区出现雨夹雪或小雪，湖北东部、安徽中部、浙江北部等地部分地区出现小到中雨。

中央气象台预计，周历本次大范围雨雪冰冻天气过程影响范围广、累计雨雪量大、持续时间长、冻雨面积大。
